Shortly after the news story about the San Antonio Animal Control facility (the "Pound") broke in the San Antonio Express-News on November 14, 2004, a group of concerned citizens formed CPAC, now called Citizens for Pound Reform or CPR. Since then we've built a considerable force of over 600 members! We collectively represent all 10 San Antonio City Council Districts, 25 muncipalities in Bexar and surrounding counties, and at least 40 animal welfare, shelter, and rescue organizations.
We the members of the Citizens for Pound Reform (CPR), seek to improve and develop the City of San Antonio and Bexar County, through a broad community-based coalition of citizens and organized groups, by:
resulting in a decreased number of pets put to death each year.
CPR operates its ongoing initiatives through several standing committees: Fundraising, Membership, Cat Committee, Spay/Neuter, and Public Relations, all reporting to the Steering Committee.

Free Spay Day. CPR and the Gladys Harborth Animal Resource Center entered into a partnership in January 2005 to provide free spay/neuter surgeries one Saturday each month. Thanks to GHARC, CPR and GHARC volunteers, and private donors who cover the cost of supplies, lunch, and other needs, the partnership has provided free surgeries and low-cost vaccinations for nearly 2,000 cats and dogs.
Advocacy. CPR members consistently respond in force to action alerts on policy needs. Their response is part of why animal matters typically generate more email and calls to the Mayor and City Council than they receive on any other issue. Right now your feedback is needed on the proposed changes to the municipal animal code!
Fundraising. In 2004 CPR established the Citizens for Pound Reform Fund at the San Antonio Area Foundation to serve as a vehicle for raising and donating funds for spay/neuter, humane education, and related purposes. The CPR Fund has raised $11,000 to date. Please consider a donation to the Fund.
Volunteer Recruitment. CPR recruits volunteers to work at ACS, at the CPR/GHARC spay/neuter drives, and with other animal welfare organizations. We also post volunteer new and ongoing opportunities to CPRNews, and anyone can post volunteer opportunities on CPRExchange.
Collaboration. CPR participates in AAPAW, the Alamo Area Partners for Animal Welfare, an alliance of shelter, rescue, other direct service, and advocacy organizations. CPR Chair Laura Stanford serves on the AAPAW Steering Committee. Please visit AAPAW's yahoo group for more information.
